Adds datetime filtering capacity to dataset search

@benjwadams Could probably use a little left margin and maybe have the date picker icon as same line as Start Time: and End Time:

@benjwadams When I have no date filter on I get datasets, when I filter from 2001 to 2019 or any date, I'm not seeing any datasets:

Can't reply to the review for some reason. This requires an update to the Solr schema, which is probably why no search results are being populated. https://github.com/ioos/catalog-docker-base/tree/temporal_build
