Restore automated CKAN to CS-W database update process #245

The Catalog pycsw service isn't currently being synchronized from upstream CKAN database content as of CKAN 2.9 update.

We should either restore this process (see: related upstream CKAN issue), or disable the pycsw service and remove links to it from the https://data.ioos.us homepage.
