Thanks @nguyandy! I can't preview or evaluate anything myself unless the https://dev-catalog.ioos.us/ is brought back up and these changes deployed.

@benjwadams If you can confirm this fixes the issues without taking that step, that's ok, but if not please deploy to dev-catalog and let me know when to take a look.

@benjwadams I was able to test this locally by updating this line https://github.com/benjwadams/catalog-docker-base/blob/update_build/Dockerfile#L26

with my commit -e git+https://github.com/nguyandy/catalog-ckan.git@6406ce1135d90dd2ea89f81c7fff85a648dcae5e#egg=ckanext-ioos-theme

Just got around to testing this after having to noodle around with newer Solr config. Looks good, merging in.
