Time is not listed in the coordinate attributes for SELFE variables that are time dependent. Although netcdf-java is able to figure out the time coordinate without being listed in the coordinates attribute, netcdf-java ugrid seems to require the time to be found in the coordinates attributes, so let's add that to the NcML.
