inundation_tropical SELFE runs have velocity at faces, but no face coordinates #17

inundation_tropical SELFE runs have velocity at faces, but no face coordinates. I think this is technically okay by UGRID standards, but it breaks Kyle's current UGRID java code, which is looking for coordinates and face_coordinates attributes, and finding none.

Should we create these and union them in?

Dave Forrest @drf5n, can we just average the nodes together to get the face centers?
