Changing URLs on THREDDS catalogs breaks the NGDC harvester

@corbittkerr , I see that you have changed the name of the auto-generated thredds catalog once again. When you change the URL of the catalog, it breaks the NGDC harvesting of metadata, as it is then harvesting a catalog that no longer exists (because it's name has been changed). And then scripts that call the NGDC CSW service don't work. Please change the name back, and raise an issue if you want to change it, with your rationale why.

I spoke with @corbittkerr and he understands the issues:

• changing catalog URL break the NGDC/IOOS Catalog metadata harvesting
• changing urlpaths in the catalog breaks OPeNDAP endpoints, meaning that all existing user scripts that use direct OPeNDAP data URLS will break

We agreed to change the automated catalog and urlpaths one last time to http://comt.sura.org/thredds/comt_1_archive_summary.html and sent mail to ioos.catalog@noaa.gov notifying them of the change (and to clear the metadata from the previous catalog, since the opendap endpoints all changed)
