[X] expand all sources;
[X] update to conda-build-all and ~~latest~~ (less-buggy) conda-build;
[X] add a last package requests (mocsy);
[X] Circle CI green;
[X] Travis-CI CI green;
[X] AppVeyor CI green;
[X] clean up and update some key recipes (iris, gdal, etc);
[X] clean up the old and unused binaries (space < 3.0 G);
[X] update notebooks;
[X] create PR/Issue GitHub template pointing people to conda-forge staged-recipes and feedstocks.

Ping @rsignell-usgs the IOOS channel still works and all environment files should still be valid. However, there won't be any updates here.

@lukecampbell @kwilcox @daf @benjwadams we should slowly update our CIs to use conda-forge instead of ioos.
