Re-add config.sh to mirror docker-compose.yml #67

This PR re-adds the environment variable settings to erddap/conf/config.sh so that the to-be-updated-via-separate-pr docker run command in the documentation:

https://ioos.github.io/erddap-gold-standard/index.html#step-3-deploy-erddap-locally

will match the resulting Docker container created when run via docker-compose using docker-compose.yml.
