Update Gold Standard files and examples for HTTPS URLs

Recently, I went through and updated some URLs for things like contributor_role_vocabulary and platform_vocabulary that we mention as defaults for these attributes. I think both NERC and MMI may have recently enabled HTTPS.

We should update the inline examples on the IOOS Metadata Profile 1.2 and the Gold Standard Datasets accordingly. In particular:

• Example 2: https://ioos.github.io/ioos-metadata/ioos-metadata-profile-v1-2.html#example-2

@jessicaaustin Can you fix these along with the NDBC parameter mappings documentation?
