move everything in travis-ci to GHA #70

In this PR:

all GHA used are updated to the latest version
moved documentation publication from Travis-CI to GHA
removed Travis-CI and left the over from the old documentation publication
Added python 3.10 to the test matrix

@kwilcox the only missing piece is the conda package upload to the axiom-data-science channel. If that is important we can keep Travis-CI just for that task, or, if you add the secrets/token to GitHub I can add another step in the GHA to do that.

The docs were failing before and I sent a continuation in #73. However, I believe we should finish this one first and fix the docs later.

@kwilcox I know you are very busy but if you can find some time do you mind taking a quick look? I want to work on #73, #71, and #72 with the goal to create a webapp with ioos_qc.
