change DAC dataset sync scheduled times #124

@lukecampbell I believe you said that you are running the syncing scripts 4 times per day (not sure though). It looks like one of the scheduled times is around 10:00 EST. Could you shift the cronjob to 2 hours later, i.e.: change the 10:00 time to 12:00? This would provide likely result in more profiles being available for harvest by NDBC prior to their jobs running.

Implemented file syncing to ensure quick updates. New data sets are added to the catalog at the top of each hour. Closing
