Update ERDDAP to 2.19 #167

ERDDAP v2.19 was released on September 1, 2022. We should upgrade at the earliest convenience.

Given that we're still in the 2022 Hurricane Season, this can likely be put off until > November 1, 2022.

Since the recent system upgrade and ERDDAP restart went smoothly, we should consider upgrading to ERDDAP v2.19 next week. We can discuss on the 2022-09-28 status call.

Closing and waiting for v2.20 to be released per Bob Simons email correspondence:

"...With v2.20 (soon -- don't use v2.19 because it is flawed), nThreads works much better and request 2 above will be filled much faster."
