Add sync_theme GHA on master to properly automate gh-pages submodule updates #176

This PR is to replace the sync_theme GHA originally added to the gh-pages branch. It must be in the repo default branch to be run via GHA cron.

GHA sync_theme runs daily to ensure that the gh-pages branch automatically pulls in submodule changes to the overall ioos/documentation-theme-jekyll theme and topnav/menu bar config.

This ensures that the menu bar at the top of https://ioos.github.io/ioosngdac/ will match https://ioos.github.io and the other IOOS Jekyll theme documentation pages automatically as it's updated in this branch.
