Uploaded Datasets and Institution #29

The AOML datasets are listed as part of Rutgers and the operator is a person not an institution, so I need to take a look at those connections and check that either the User account metadata is correct or that the templates are correct.

@lukecampbell : this may be my fault. A long time ago, I decided against the creation of an institution variable (by promoting it from the global:attributes) in the private erddap datasets.xml file since it removes it from the global attributes. I commented out the code in my local copy and did not push the change.

If we do NOT create an institution variable the global:institution attribute remains and we can let erddap grab the institution name from the last private NetCDF files using the last tag in both the private and public datasets.xml template.

I've commented it out and pushed the change.
