Prevent creation of duplicate deployments #38

@lukecampbell I noticed that it's currently possible to create an arbitrary number of deployments with identical names, ie:

ru99-20150101T0000

I was able to create this deployment multiple times and each of them were listed as individual deployments. I did notice, however, that when I deleted one of the deployments, all deployments with the same name were deleted.

Need a fix for this.

Yeah that's not good. I don't have an LoE for it right now, I might be able to get to it before year's end.
