Add Backup and Recovery Documentation to Wiki #7

@lukecampbell or @DanielJMaher please add documentation on automated installations and data backup/recovery to the Wiki.

Probably as new page here: https://github.com/ioos/ioosngdac/wiki, with associated link in main TOC.

@kerfoot if you have suggestions about where this content should go, please let us know.
