update to cf-standard-names v29 #71

This commit modifies the createIoosGliderNcTemplate.py to use CF Standard Names v29, including sea_water_practical_salinity, and the update to the canonical units of 1 (from 1e-3).

It also updates the sea_water_salinity to sea_water_practical_salinity in doco/standard_names.txt

And as a consequence of using the create script to generate new nc/template files, it reverts the acknowledgments misspelling from f0aa72ab.

Should the version number of the nc/template/IOOS_Glider_NetCDF_v2.0.nc change when the file changes?
