Notify NCEI of new institutions - automatically #74

This will be resolved when dataset metadata scanning routines are implemented

Related to 101. Currently, NCEI notifies me of missing entries in their authority tables and I ok the addition.

DAC & NCEI came to an agreement on the process for adding new entries to any authority table:

  1. Requests from data providers to add new institution are received or the DAC administration team identifies a new institution in a submitted data set.
  2. The institution name is checked for syntax and accuracy and the then sent to NCEI (@mdgrossi, Vidhyadhari Gondle, etc.).
  3. The proposed institution is accepted and added to the authority table or denied, in which case the DAC/NCEI/data provider can revise the name.
