Build an issue template #1

I like what CF has done with their templates https://github.com/cf-convention/cf-conventions/blob/main/.github/ISSUE_TEMPLATE/enhancement-issue.md

What about including a question about "What will indicate this is done?"

e.g. a webpage is created or something is submitted as a pull request, or x number of datasets are ingested.
