Define and document the end of the registration process. #52

This was raised in issue #51 and deserves separate attention. The README.md file in the base directory of the repo needs some editing to be more clear about the steps involved in registering a data service and the completion of that process. I'll propose something here and see if anyone objects.

Striving to maintain some separation between the Service Registry and Data Catalog has been a goal in creating separate ioos/registy and ioos/catalog repos. I think that separation is still worth pursuing. I propose that the end of the Service Registry registration process occurs when a valid ISO record which has been created in the NGDC WAF and is indexed and searchable in the Geoportal CSW server. The ingestion into the catalog is a separate process and may impact the registry. But I think the end still belongs at the point at which it is visible in the geoportal.

The person who closes the issue should probably be @robragsdale once he has verified that the service is discoverable in Geoportal.

NOTE: This definition does not include a level of quality of the ISO record itself. I'm not sure if that's a good thing or not. One could argue that the measure of quality we're after is sensible representation on the catalog. Alternatively, we could require a minimal score on the metadata rubric. Thoughts?

If no one objects to this proposal in a week, then let's adopt it and start closing issues.
