@birdage can you review/merge? It just ran no problem on my machine.

@Bobfrat this PR needs a to be rebased before merging. Are you familiar with that procedure?

If you find rebasing too cumbersome you can close this PR and re-submit this notebook in a new one.

@ocefpaf I rebased but still failing Travis CI. Is that expected? It's failing on cd test?

That is fine. We can merge it now. The test directory was moved to "housekeeping." I will prepare a PR to look for the test folder at new directory.

(BTW Travis CI would have failed anyways. There are a few notebooks that do not comply with the test in test_system-test_rules.py.)
