To better organize the notebooks in Theme 2 to tell the overall story, @kknee suggested creating new directories in Theme 2:

Scenario 2A - Extremes Scenario 2B - Model-data Comparison Scenario 2C - Cosco Buson Scenario 2D - USGS rapid deployment

@Bobfrat dont move anything related to Scenario 2D - USGS rapid deployment as yet until #177 is closed.
