webpage #213

This PR adds the webpage build, configuration, notebooks, and environment.yml to run them.

I wanted to keep this in a separate branch, but because we want to use binder to run the notebooks we have to keep them in the master branch until this issue is resolved.

Ping @dpsnowden and @rsignell-usgs here. I am self-merging this to move forward. If you find any problem and/or are against this PR let me know and I will revert it.
