All Wakari links in References Doc broken #236

With Wakari gone, many of the links, examples, and tutorials in the References wiki page are now broken. No good reason to fix, but just a note to future users of this repo.

E.g., almost everything under "Testing IOOS/Regional Services". I thought those were useful notebooks as examples. Are they stored anywhere else?

@wckoeppen , OMG, who did all that work? I never even knew that page existed.

I'm guessing most of those notebooks are in this repo of older notebooks from 3-4 years ago: https://github.com/rsignell-usgs/ipython-notebooks

but some might be in or be updated in this collection of newer notebooks: https://github.com/rsignell-usgs/notebook
