Create MMI mappings from IOOS core variables to CF parameters #1

See https://github.com/ioos/system-test/issues/129 (and https://github.com/ioos/system-test/issues/128, to a lesser degree) for the origin and details on this issue. I'm posting it here on this repo b/c it seems more relevant and targeted than the catch-all system-test repo. Looping in @kwilcox (since that system-test issue started with him) and @neaptide (IOOS vocabularies and ontology goddess). And @dpsnowden, to increase his grief-to-accomplishment ratio.

As @graybeal said, http://mmisw.org/ont/ioos/map_ioos_cf would be a good target for such a mapping.

Completed the mappings and can be accessed at http://mmisw.org/orr/#http://mmisw.org/ont/ioos/ioos_core_cf_map and should be available if properly queried via SPARQL Endpoint. @robragsdale please close this Issue ticket.
