Messages admin category ignore HOMEPAGE. #594

For bug reports, please use the following structure:

  1. expected behavior The links under messages should respect the HOMEPAGE config.
  2. incorrect behavior The links don't respect the HOMEPAGE config, so clicking on them redirects to an invalid location.
  3. the operating system & version /
  4. PHP version on the server /
  5. MySQL / MariaDB version on the server /
