Plugin does not work in combination with serverless-offline #70

Description Functions are not wrapped when using sls offline start

Steps to reproduce the issue:

Use serverless-offline and configure plugin in serverless.yml
Run sls offline start
Send request to the server
IOpipe is not present on functions

Application and library versions Please list:

version of the Serverless Framework: 1.26.1
version of @iopipe/iopipe: 1.6.0
version of serverless-plugin-iopipe: 1.3.0
any other serverless framework plugins enabled
