Chemist journal glitch #762

The scrollbar on the chemist journal starts running backwards when the screen fills up. An empty or partily filled chemist journal doesn't exhibit this issue. Once you fill the page, when you try to scroll it moves the window contents down instead of up. The contents of the window also overflows the GUI by 2 lines.

Tested with: Forge 10.13.3.1360/10.13.3.1388 Minechem 1.7.10-5.0.5.396 CoHFCore 3.0.2-262

Was able to reproduce the bug with only minechem installed. The bug only reveals itself when the page is filled with items scanned in the microscope.

I have verified that the bug still exists in version 1.7.10-5.0.5.399.
