Rework ini reading #3

I hate boost in window. Really. Now and always.

1) ptree cannot use wstring, but msvs needs to use wstring in inline strings. 2) Rename ini file. 3) Use one for overlay, use for user settings. 4) Add options: 4.1) ALIVE message.
