meta-iotlab: add mjpg-streamer to rpi3 gateway image #16

This recipe should only be used with RPI3 based gateway since it is meant to be used with their camera.

~Not tested yet.~ Works!

@fsaintma, I updated this PR as we discussed: the meta-maker layer dependency is now removed and the mjpg-streamer recipe is copied directly in the meta-iotlab layer.

I just tested it on m3-1 in devsaclay and it still works :)
