meta-iotlab/openocd: upgrade to recent version (07/2020) #36

I briefly tested it on devsaclay by installing the ipk on a gateway and it works ok.

This version allows the integration of a big bunch of new open_nodes in iot-lab.

I tested an image built with this openocd on an M3 and it works, it also work on dwm1001. So I think it is fine to merge this PR.
