feat(firmware): added controls to the lights on 3 levels

feat(firmware): added controls to the lights on 3 levels (full, medium, off)

• Added a conf file to hold information about pin numbers and freq values
• Added a script to sync files to the gardyn for quicker/easier testing
• Added lights control using PWM for 3 different levels as opposed to on/off only
• Moved the python files to firmware folder

I believe there is also a frequency or spectrum setting important for the plants. We should look into the LED spec sheet.
