Accounts creation implicit and with faucet

Implement accounts creation with genesis account and implicitly. #11

• Transaction with account creation is send with no errors and failure codes, however account is not found in the node after the commitment. Fixes will be applied in a separate PR.
  • Spammer updated to the newest docker net

  • hide context deadline errors
  • fix blocks issued counter for the data spam
