Incorrect allotment for heavier spams #25

When spamming with guava, the issued blocks are burning not enough mana.

clean up requests from API, BlockIssuance and Congestion should request for the same commitment
request should happen closer to the actual block issuance than currently (problem is that tx are prebared in batches before)
