Task description

eg tst1pzkvnshkrkjx4n4grchsythcdlu4m9q6p0ps0ktxanc3erd2mzjy5ks0nl0 is a candidate as shows in the api /api/core/v3/validators (active: true) but the validators page says its not a candidate
