[Task]: Remove the installer scripts for the windows folder

Task description

We included an installer script for the Windows build so that the VC C++ Redistributables are automatically fetched. This was required, since we set the C library to be dynamically linked for the native modules. In https://github.com/iotaledger/wallet.rs/commit/38efc267f73d9ec9901a2bd849746c39ed5b9646 this was linked statically, so we can remove the installer scripts again.

Requirements

Windows builds on older versions without needing VC C++ Redistributables.
