Add Prometheus metrics to track engine switching-related events.

Expose Prometheus metrics and extend Grafana dashboard to track the following metrics:

• number of spawned engines
• number of engine-switches
• number of seen chains
• number of currently live chains
• whether candidate engine is active or not at the current time
• whatever else makes sense
