Add command to check if C extension is installed correctly

Add a Python function that checks if issubclass(iota.crypto.Curl, CCurl).

Bonus points: Include a console_scripts entry point for the function.

This will help us to kill two stones with one bird:

Easy way for developers to verify that the extension is installed correctly.
Workaround for https://github.com/meshy/pythonwheels/issues/46#issuecomment-42562705
