Yes, sure.
I suppose you are talking about QuecOpen. But it is different usecase. Not sure that they have a port under Arduino IDE to make development faster. We have done several projects (GSM GPS tracker, IOT controller) based on OpenCPU (MC60, MC60E, M66). And I can say, even having well documented SDK and support on hand, we have implemented a lot of source code at the top to have a basic device functionality (CLI, FOTA, sFLASH, RS485, 1-wire, GPS, GSM, BLE...).

For OpenCPU project we used cheapest STM8L CPU as modem control / wdg IC. Also, that chip was responsible for GPIO and 1-Wire.
BG96 & 95 / 77 can work standalone
