upgrade to cosmos-sdk v0.39.2-rc1 #377

I'm preparing a new stable release update for the Cosmos SDK 0.39 Launchpad release series: https://github.com/cosmos/cosmos-sdk/pull/7574

It'd be great if you could test the RC1 and give me feedback as soon as you can.

Thanks for the PR, @alessio. I've integrated it into https://github.com/iov-one/iovns/pull/378 and will run our integration tests on it. However, we've just started the migration to Stargate, so that has our full attention and we won't re-launch our Launchpad testnet.
