update to cosmos-sdk v0.39.2-rc2 #379

I'm preparing a new stable release update for the Cosmos SDK 0.39 Launchpad release series: cosmos/cosmos-sdk#7574

It'd be great if you could test the RC2 and give me feedback as soon as you can.

It was merged into master with https://github.com/iov-one/iovns/pull/378 and turned our build with the golang master branch from red to green. (We were green with go1.14.4 all along.)
