[ ] send ATOMS in the Wallet
[ ] extension + iov core?

@antoineherzog did a lot of the heavy lifting for this with https://github.com/iov-one/ponferrada/pull/1109. It's not successfully getting through travis, though. He did it by using Simon's work on CosmWasm, which seems to eliminate the need for work in IOV Core to close this ticket. However, I don't know if send will work as the PR stands.
