As @ipa-mig already pointed out run_tests is correct (and it will build the tests target beforehand). The test target is running CTest (http://answers.ros.org/question/136951/how-to-specify-test-packge-in-catkin_make-test/?answer=137151#post-id-137151), which is not what we want.
