state_valid behavior #23

includes #22 as discussed in #16

e-stop is a feature that was added to the original gazebo_ros_control plugin...from where we derived this plugin...I added it in order to be compatible...for the moment we won't use this with the cob...but it's pretty much a "state_valid with inverted logic", i.e. e-stop=true stops in comparison to state_valid=false stops
