323 asked whether cob4-18 (base only) could be setup with 16.04. and Kinetic

in particular this requires a migration from upstart to systemd https://wiki.ubuntuusers.de/systemd/

I started with updating the Preseed and Kickstart config files - as well as updating README on branch https://github.com/ipa-fxm/setup_cob4/tree/image_setup_systemd_kinetic

it's WIP, though @ipa-fmw @ipa-bnm FYI
