PoseWithCovariance is not supported by the default visualisation plugins of RViz. It is a commonly used message type therefore it should be easily visualised. The suggested marker is 3D frame axes together with the corresponding ellipses in each plane (x-y, x-z, y-z). There are many RViz visualisation plugins which should be good starting point.
