Fix build issues with Eigen 3.3.9; enable compilation of exotica_core on Conda #740

The fixes required for Eigen 3.3.9 will break compatibility with Kinetic/16.04 and thus I removed it. It's EOL in ~3 weeks anyways. A final Kinetic release (6.1.1) is currently building.
