GENERAL DESCRIPTION:
User still have to double touch to open the selected application when Single 
tap is turned on in settings.
Android version : 5.0
Google Talkback version : 4.1.0
Preconditions:
1. Go to settings->Accesibility->Talkback->settings->
2. Find “Single-tap selection” and mark it
3. Back to previous UI to enable talk back
4. Press home key
STEP-BY-STEP INSTRUCTION:
5. Enter App menu list and touch any app
6. Single touch the same app again.
7. Double touch the same app
Actual Results:
Step 5: read app name
Step6: read app name
Step 7: Open the selected app
Expected result:
Step 6: App is open after single tapping.
Comments:
Also I observed that the single tap works differently in different devices. 
Single tap doesn't work in the following scenarios:
- Samsung note 4 - Kitkat - Contact application - When contact names are tapped 
single tap doesn't work.
- Xperia Z3 - Apps in Xperia Home Screen doesn't launch on Single Tap
