Talkback read seekbar's status every time seekbar is updating its status. #476

What steps will reproduce the problem?
*Install MX Player.
 1>.Using camera take a video. Around 20 secs is fine for testing.
 2>.Go to MX Player and touch screen to see play controller.
 3>.And touch the seekbar.

What is the expected output? What do you see instead?
LOS doesn't work like that. It read just once.

What version of the product are you using? On what operating system?
