Google Talkback locked paused after power outage #485

Hello,

I have a bit unusual thing to report. It is very rare but unfortunatelly it has 
happened twice for last two months to me so I decided to post about it finally.

Steps to reproduce:
- Make sure talkback is running
- Use either two volume key long press or talkback global context menu to pause 
talkback
- Lend your device to someone else who can use it while talkback is paused 
(perhaps a sighted friend),
- Ask that person to use the device long enough so its battery will discharge 
as much as it can so the device will switch off by it-self at the end with the 
screen still enabled as it goes out of power.
- Now plug it to charger, wait a few moments for it to charge and turn the 
device on.

What happens:
As the device gets started notice talkback does not make sounds and it does not 
use text to speech at all either. You can even try to disable / enable it using 
accessibility shortcut on the lock screen or after holding power button for a 
while. It will announce accessibility service enabled and will stay silent. In 
order to recover from this state where talkback is running and it's locked 
paused I need to get a help from sighted friend asking him to go to the 
Settings -> Apps -> Talkback and clear its data from there. Unfortunatelly on 
my device LG G3 pressing and holding down volume rockers does not appear to 
toggle the pause state in this situation for me.

Can this be looked into please?

This is happening for me with Google Talkback 4.3.1 on Android 5.0.
